Tashkent authorities are preparing to auction new paid parking locations across the city as part of a broader effort to expand the capital’s street parking system. The announcement was made on March 12 by Abdurakhmon Bakhtiev, deputy mayor responsible for transport and road infrastructure, during a press conference with journalists, according to Kun.uz.
Why is Tashkent planning new paid parking auctions?
Bakhtiev explained that the initiative follows instructions from President Shavkat Mirziyoyev, who directed city authorities to identify additional areas suitable for paid parking. The goal is to expand the system while improving organization of roadside parking in the capital.
According to the deputy mayor, new parking areas will be grouped into large facilities containing several hundred parking spaces each. These sites will then be offered through public auctions, allowing private operators to compete for the right to manage them.
“The winner of the auction will operate the parking facilities,” Bakhtiev said. He added that two or three potential participants have already approached city officials requesting that the auction process be accelerated. These interested parties include not only Streetpark Systems but also several other organizations.
Could multiple companies operate paid parking in the city?
City officials believe the upcoming auctions could diversify the market for paid parking management in Tashkent. Instead of a single operator, several companies may eventually manage different parking zones throughout the city.
How did the paid parking system in Tashkent begin?
The development of the system began in October 2024 when Tashkent mayor Shavkat Umurzakov signed a decree introducing paid roadside parking in the capital. The initial plan aimed to establish 13,200 paid parking spaces by the end of August 2025.
In the longer term, authorities intend to expand the network significantly, targeting a total of 84,000 parking spaces throughout the city.
What were the conditions for the original parking operator?
In early November 2024, officials opened applications for an auction granting the right to organize and operate paid parking. The selected operator would manage approximately 262,800 square meters of street parking areas across all districts of Tashkent for a three-year period.
The winning company was also required to invest at least $5 million into the technical infrastructure needed to run the system.
As part of the project, city authorities planned to introduce a unified automated parking management system. Tariffs were divided into five zones, with hourly parking fees ranging from UZS 5,000 in the lowest-priced areas to UZS 12,000 in the highest-priced zones.
What happened during the previous auctions?
The paid parking operator was selected through a series of auctions in late 2024. In mid-December 2024, Streetpark Systems won a repeat auction for the right to organize paid parking along the city’s streets, offering UZS 62.93 billion for a three-year lease of the parking locations.
Earlier, in late November 2024, another auction had been won by the Balcomuz joint venture, which offered around UZS 120 billion for leasing the parking spaces. However, the agreement was ultimately never finalized and the contract was not signed.
When did the paid parking project officially launch?
Tashkent officially launched its paid roadside parking system on May 8, 2025. The program began as a pilot project operating on six streets in central parts of the city.
The initial locations included areas near Amir Temur Square, Mirabad Street, Shakhrisabz Street, Istikbol Street, and Zarafshan Street, where the first parking zones were introduced before further expansion across the capital.
