In order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan dated 23 January 2024 No. PQ-39, the Procedure for Determining the Sustainability Rating of Business Entities has been approved. This mechanism is aimed at identifying and encouraging business entities that operate in compliance with legislative requirements.
The sustainability rating is formed automatically (online) on the “Entrepreneurs’ Sustainability Rating” electronic platform administered by the Tax Committee through interagency data exchange and is published on the official website of the Chamber of Commerce and Industry. Technical maintenance of the rating system is provided by the Tax Committee.
The procedure applies exclusively to legal entities. The final rating is calculated based on indicators valid during the last 30 calendar days, using the average total score. All indicators and assigned scores are displayed in real time in the taxpayer’s personal account.
Business entities are evaluated based on general indicators, score-reducing indicators, and additional score indicators. The assessment takes into account timely submission of tax reports, payment of assessed taxes, wage levels, availability of property, use of electronic invoices, as well as social, environmental, and financial performance factors.
Rating results are determined according to a scale from AAA to D. Higher categories reflect a high level of sustainability and compliance, while lower scores indicate potential risks and deficiencies in business operations.
If a business entity disagrees with the assigned rating indicators, it may submit an objection through its personal account. Such objections are reviewed by the Tax Committee within 5 business days. Based on the review, the rating is either adjusted or left unchanged, with an official explanation provided.
The introduction of the sustainability rating is intended to enhance transparency, accountability, and trust in the business environment, as well as to establish an objective mechanism for evaluating business performance by the state and the public.
