Financial Rehabilitation of Uzbekistan’s Light Industry Enterprises in 2026: New Government Support Measures

The Presidential Decree of the Republic of Uzbekistan “On measures aimed at expanding the participation of local light industry enterprises in international supply chains and strengthening their positions in foreign markets” (Decree No. PF–4 dated 12.01.2026) has been adopted. This document provides for comprehensive and systematic reforms focused on the financial rehabilitation of the light industry sector.

In accordance with the Decree, textile enterprises will be categorized into “green”, “yellow”, and “red” groups based on their economic and financial performance. On the basis of this classification, a targeted support program will be implemented to provide differentiated assistance tailored to the actual condition of each enterprise.

Within the framework of the Decree, the following measures are permitted:

  • the provision by commercial banks of loans of up to USD 2 million financed from the resources of the Light Industry Development Agency, secured by raw materials purchased and fully paid for by enterprises or raw materials grown independently by them;
  • the extension of previously obtained commercial loan maturities for enterprises recognized as having the potential for financial recovery, for a period of up to 7 years;
  • the adjustment of repayment schedules for loans attracted for the purchase of cotton raw materials, whereby in 2026–2027 the payments scheduled for January–February are to be evenly redistributed over the final six months of the loan term in accordance with the credit agreement.

These measures are aimed at enhancing the financial stability of light industry enterprises, strengthening their export potential, and improving the competitiveness of Uzbek products in international markets.
