Uzbekistan has implemented a new working system for public healthcare institutions aimed at improving efficiency and supporting medical staff. As of April 1, 2026, all state medical facilities have transitioned to a 5-day workweek.

The reform is based on the presidential resolution dated November 9, 2025, titled “On measures to support medical and pharmaceutical workers.” According to the Ministry of Health, the key goal is to ensure uninterrupted delivery of medical services.
How will services operate on weekends and holidays?
Under the new system, medical institutions will function on a duty (shift) basis during weekends and public holidays. This approach guarantees continuous access to healthcare services for the population.
What are the new working hours?
According to the approved temporary regulation, the weekly working time for medical personnel will not exceed 36 hours. Employees working in hazardous or high-risk environments will have reduced working hours. Similarly, roles involving high mental or emotional strain are also limited to 36 hours per week.
For non-medical staff, the standard working week is set at 40 hours.
What is the schedule for clinics and family practices?
Clinics and family doctor points will operate under the following schedule:
Monday–Friday: 08:00–20:00.
Saturday: 08:00–14:00 (on duty basis).
What changes in regions with the new healthcare model?
In areas where a new healthcare model has been introduced, the main working hours are from 08:00 to 16:00. Additional duty shifts are organized from 16:00 to 20:00.
How are duties and salaries regulated?
Duty shifts are organized in accordance with Order No. 254 of the Ministry of Health. Salaries are fully maintained and will not be reduced. Internal documents and employment contracts are also being updated accordingly.
How do inpatient (hospital) facilities operate?
In inpatient medical institutions, duty shifts are organized on a continuous basis. Work shifts and duties are distributed fairly among staff members.
