What has changed in Tashkent’s parking system?
Tashkent has officially launched a residency permit system for the use of paid parking spaces. The new framework is intended to regulate access to fee-based parking facilities located within residential neighborhoods and adjacent areas of the capital.
Who is eligible for a residency permit?
Citizens living in areas where paid parking zones are established, as well as in nearby residential districts, are eligible to obtain residency status. This status provides preferential access to parking spaces located close to their place of residence.
How can residents apply?
Applications can be submitted entirely online through the my.gov.uz portal. Applicants must log in to the platform, select the service titled “Poytaxt Parking residency permit,” complete the electronic form, and submit the request for review.
Once approved, the permit becomes active immediately and can be used without delay. The service is provided free of charge.
Validity period and limitations
Residency permits are issued for a period of one year and are valid for only one vehicle. A maximum of two permits may be granted for a single residential address.
When is parking free for permit holders?
Holders of an active residency permit are entitled to park free of charge within paid parking zones in their designated area between 8:00 p.m. and 8:00 a.m. During daytime hours, standard parking fees continue to apply.
Legal basis and oversight
The new procedure was approved by a decision of the Tashkent city mayor dated December 25, 2025, and entered into force on February 1, 2026. The decision also предусматривает the development of a separate administrative regulation governing the issuance of residency parking permits.
Oversight of the implementation and operation of the system has been assigned to the Tashkent city administration.
