Where did the situation take place?

Teachers from Secondary School No. 33 in Jarqo‘rg‘on district of Surxondaryo region informed the media about alleged mandatory monetary collections. According to the educators, such initiatives are being introduced by the district administration and the department of preschool and school education.

What is meant by the “Ramadan donation”?

The teachers claim that funds are currently being requested under the label of a “Ramadan donation.” They question why educators are repeatedly asked to contribute money for school renovations or assistance to low-income families, while state budget allocations and funds from various foundations already exist for these purposes.

What was stated in the urgent instruction?

On February 20, the school principal, Oysara Uzoqova, posted an “urgent assignment” in the school’s Telegram group. The message indicated that each teacher was expected to contribute 25,000 soums.

The notice explained that the school had been assigned a low-income family from Qushtepa mahalla. It further stated that Deputy District Governor Anvar Rajabov had requested that 1 million soums be delivered to the district administration by 9:00 a.m. the following day.

Additionally, it was reported that classrooms of School No. 66 had been distributed among other schools for renovation work. School No. 33 was allegedly assigned one classroom, requiring 400,000 soums. Teachers were instructed to submit their contributions by 8:30 a.m.

The message also emphasized that similar instructions had been given to all schools and kindergartens in the district, and that a list of required purchases had been attached.

Who was mentioned in connection with the order?

In the principal’s message, Anvar Uralovich Rajabov was named as the official involved. He serves as the Deputy Governor of Jarqo‘rg‘on district responsible for youth policy, social development, and spiritual-educational affairs.

How did the principal respond to the allegations?

When contacted for comment, Oysara Uzoqova stated that she is currently in Tashkent for studies. She did not deny issuing the instruction regarding the collection of funds.

However, she stressed that the directive was not implemented and that no money was ultimately collected from teachers. According to her, had she been present, she might have covered the expenses personally.
