Uzbekistan to Introduce Free Digital Signature Certificates with ID Cards from February 1

Starting from February 1, citizens of Uzbekistan will receive an electronic digital signature (EDS) certificate free of charge when applying for a national passport (ID card) for the first time.

In addition, applicants will be automatically and бесплатно registered in the Unified Identification Information System of users of the “Electronic Government” system, ensuring seamless access to digital public services.

These measures were developed jointly by the Ministry of Internal Affairs, the Ministry of Digital Technologies, the Tax Committee, and the Ministry of Employment and Poverty Reduction.

The initiative was officially approved by a decree of President Shavkat Mirziyoyev dated January 19.

The primary objective of this decision is to increase the efficiency of internal affairs bodies in the areas of migration and personal identification, as well as to further advance the digitalization of relevant public services.

Through the digital platform introduced in the capital, 287 thousand applications were positively resolved in 2021-2025. This is 90.2% of the total applications. Citizen activity has increased from 3.9 thousand to 160 thousand, and the system is being gradually introduced to other regions.
